Per Gartner report,"Reliance upon time reporting is increasingly inadequate for supporting real-time, dynamic resource management and capacity planning. Program and portfolio management leaders should leverage existing tools to perform aggregate planning in support of portfolio-level decisions."

Some learnings from Gartner report:

"- The inherent inaccuracy and latency of time reporting present a significant challenge for dynamically assessing and adjusting resource “supply,” to keep pace in support of more dynamic portfolio management.

- Time-reporting data lacks reliability and fails to provide forward-looking indicators of true capacity.

- Time reporting is insufficient to support the need to account for interdependencies across projects, shifting priorities and initiative delays."
